Who We Are

Our mission is to provide a safe environment for organized youth groups in East Windsor to meet at no charge. 
We are a United Way Partner [United Way ID# 5126]. It costs over $50,000 a year to keep our building open for the youth groups. Any time you designate your donations to the Scout Hall Youth Center all youth groups benefit!


History
 
  • In 1993 a group of cub and scout leaders started planning a Scout Hall Youth Center and started fund raising.
  • We have met every Saturday from 7:30 – 8:30 since 1993.
  • In 1994 we were incorporated as a 501 (c) 3 non-profit organization.
  • Over a 7 year period we did every imaginable fund raising project to raise 1 million dollars for the building.
  • Our 6,000 sq. ft. facility opened in October 2000 and have been moving forward ever since.
  • Youth and Scout groups meet on a weekly basis and have an inside storage closet for their weekly meetings.
  • The building is rented out on weekends and week days to provide revenue for our operating budget. We rent to a church on Sunday mornings. Two camps rent the building during the whole summer.
  • All donations go to the operation of the building or to specified projects.
  • We acquired 32 Abbe Road with a house and 1 acre of land; later we acquired an adjoining 2 acre building lot.
  • Three pavilions, two lean-tos, fire rings and camp sites have been constructed on the property.
  • The barn has two large sliding doors. It has water, electricity, a concrete floor, tables and chairs and a refrigerator. Large storage closets were built for youth groups to store tents and equipment.
  • In 2009 we acquired 22 adjoining acres with a 160’ barn that fronts on Scantic Road, E. Windsor.
  • In 2011 remodeled the existing kitchen into a commercial kitchen and upgraded the all the electrical needs including the pavilions.
  • In 2012, after an energy audit, we contracted to change all our light fixtures, ballasts and bulbs, including LED lighting in the parking lot. We have a 10K, 3 year, no interest loan from CL&P to do this project.
  • Sept 2012 – Land cleared for one acre pond.
  • Sept 2012 – 10’X16’ hand built post and beam building donated by Jim Strempfer
  • In 2014, we replaced all of the windows and installed wainscoting in the large hall.
  • In 2014, we installed a camera security system inside and outside of the building.
  • In 2015, we completed the half acre pond.

Lease

After we built the Scout Hall Youth Center, we donated it to the Town of East Windsor and have a lease agreement for 99 years at $1 per year. We are totally responsible for the operation, repairs, insurance and maintenance of the building which runs about $50,000 per year. The town is responsible for any CIP improvements such as replacing air conditioning units. We have not had any town funding since our inception in 1993.

Five Year Plan
  • We are in the process of installing a one acre pond and have cleared the land. We are ready for digging
  • Trails in the wooded areas have been mapped and laid out by Jay Ursery of J.R. Russo Associates as a donation to the Scout Hall. The trails have been blazed by a loader. A grant is in the process for corduroy walkways so the trails are accessible year round. Bush clean up on the trails is a continual process
  • A concrete weir with a removal sluice for ice skating is in the woods
  • Our goal is to make the property more accessible for camping, hiking and outdoor use for groups and residents
  • Construct a 100x50 cabin in the wooded area with bathrooms and one large meeting room


Grants
  • We received grants from the State of CT (200 K) and the Hartford Foundation for Public Giving (45K) for the construction of the building. No town funds were used
  • Additional grants have been from the Hartford Jaycees, the Rotary (6K), Lions (6K) and the German Club (12K)
  • We received a (77K) grant for solar panels in 2011. We have applied for additional solar panels and a program that would stabilize our electric rate for 20 years
  • We received a (5K) grant from Pratt & Whitney in 2011 for the pond

Cans & Bottles

Where are the Can & Bottle Collection Containers?

In early July 2006, we received a letter from Tomra North America, our can and bottle pickup and recycler, telling us that, starting July 15th, 2006, we would have to sort all cans and bottles by approved distributor. They went on to state that they would no longer be picking up beer distributor products. These would have to be boxed, in original boxes, and returned to the respective distributor.

We started the can and bottle drive many years ago and have put in about 16 man hours per week to process these items. We have averaged about $ 10,000 per year for our efforts. That's 832 hours for $ 10,000 or $12.00 per hour.

To process under the new rules, we estimate that we would have to put in about 40 man hours per week. That would be at least 2,000 hours per year or $5.00 per hour. We can't ask volunteers to work that had for so little.

During the Summer of 2006, we removed our collection containers from around town and stopped processing these items.

We are now short $10,000 per year. It takes about $18,000 per year to operate the Scout Hall Youth Center for the benefit of the youth in East Windsor. This facility is used by the Girls Scouts, the Boy Scouts, the Cub Scouts, the Fife and Drum Corps, the Lions Club, the EW Soccer Team, the Little League, and many others at NO CHARGE!
